OENDDF Contribution to the European Commission on the European Disability Card<\/strong><\/h2>\n

For a simple, automatic and inclusive card<\/h3>\n

The Observatory’s response to the European Commission’s call for contribution relating to the establishment of a European Disability Card \u2014 Christine Monty, President of OENDDF<\/em><\/p>\n

The European Observatory on Non-Discrimination and Fundamental Rights (OENDDF) expresses its full support for the European Commission’s initiative to set up a European disability card, in order to promote the travel of disabled people while ensuring that their status is taken into account in the Member States where they travel. The Observatory puts forward four recommendations to strengthen the effectiveness and inclusiveness of this initiative.<\/p>\n

1. A simple, fast and automatic procedure for obtaining the card<\/h3>\n

For the European disability card to be truly beneficial, OENDDF recommends that it be issued automatically as soon as the disability card is granted in the individual’s country of origin, without any additional administrative procedure. A separate procedure would risk discouraging people who already face complex administrative processes, depend on others to carry out these procedures, or are at greater risk of digital exclusion.<\/p>\n

2. Provisional recognition of disabled worker status between Member States<\/h3>\n

The Observatory proposes to complement the card with mutual recognition of \u00ab\u00a0disabled worker\u00a0\u00bb status from one Member State to another, for a probationary period of 6 months to one year. This measure would facilitate professional mobility and access to internships abroad for students with disabilities, while promoting equal opportunities, diversity in the workplace and the harmonisation of standards across the European Union.<\/p>\n

3. Accessible information on the disabled parking card<\/h3>\n

OENDDF recommends that the information on the European parking card be written in two languages, necessarily including English, to make it easier to understand across all Member States. The Observatory also suggests indicating the type of disability using pictograms, but only on cards issued to children \u2014 since adults may legitimately prefer not to reveal the nature of their disability. Finally, the information should be written in Easy-to-Read language, for better accessibility to people with cognitive disabilities.<\/p>\n

4. A European-wide count of people with disabilities<\/h3>\n

There are currently no statistics available at European level identifying the number of people affected by type of disability. OENDDF recommends establishing such a count, in order to better understand the specific needs of this population, harmonise public policy between Member States, facilitate the exchange of good practices, and measure progress towards the EU’s goals on inclusion and non-discrimination.<\/p>\n
