Publication of the 24th Report of the Abbé Pierre Foundation : « The state of poor Housing in France – 2019 ».

▶ The European Observatory for Non-Discrimination and Fundamental Rights (OENDDF, in French) was present at the Meeting of social actors organized by the Abbé Pierre Foundation for the publication of its 24th Report on « The state of poor Housing in France – 2019 ».

▶ The issue was:  » At the gates of the street. When the State abandons persons leaving institutions « . This Meeting  highlights the cases of persons leaving prison, psychiatric hospital, or Childhood Protection Public Assistance (ASE), which causes homelessness.

▶ 45 % of homeless persons have been homeless when they went out from prisons, psychiatric hospitals or Childhood Protection schemes.

▶ 23 % of persons leaving prison do not have a durable housing solution when they leave, even though housing is « a factor of reintegration and of prevention of recidivism ».

▶ 21 % of homeless persons who have been through Childhood Protection Public Assistance (ASE) find themselves in the street within one year after they leave the Institution.

▶ 4 million persons suffer from poor housing.

▶ More than 12 million persons are affected by the housing crisis.

Publication du 24ème Rapport de la Fondation Abbé-Pierre sur « l’état du Mal-logement en France – 2019 ».

▶️ L’Observatoire Européen pour la non-discrimination et les droits fondamentaux (OENDDF) était présent ce 1er février 2019 à la réunion des acteurs sociaux organisée par la Fondation Abbé Pierre pour la publication de son 24ème Rapport sur « l’état du Mal-logement en France – 2019 ».

Le thème était notamment : « Aux portes de la rue. Quand l’État abandonne les personnes sortant d’institutions », en soulignant  les cas des personnes sortant de prison, de l’hôpital psychiatrique, ou quittant l’Aide à la Protection sociale à l’Enfance (ASE), à 18 ans, devenant directement des personnes sans-abri.

▶️ 45 % de personnes sans-abri se sont retrouvées à la rue en sortant de prison, d’hôpital psychiatrique ou des dispositifs de protection de l’enfance.

▶️ 23 % de personnes sortant de prison n’ont pas de solution de logement pérenne à leur sortie, alors même que le logement est « un facteur de réinsertion et de prévention de la récidive ». 

▶️ 21 % des personnes sans-abri passés par  l’Aide à la Protection sociale à l’Enfance (ASE) se retrouvent à la rue dans l’année qui suit leur sortie de l’institution.

▶️ 2 personnes sans-abri sur 5 interrogées lors des maraudes de rue souffrent d’un handicap psychiatrique.

▶️ 4 millions de personnes souffrent de Mal-Logement.

▶️ Plus de 12 millions de personnes sont concernées par la crise du logement.
