The European Observatory for Non-Discrimination and Fundamental Rights (E.O.N.D.F.R.) publishes a practical guide for civil society organisations supporting asylum seekers, applicants for international protection and migrants across Europe.
Based on the observation — rather than diagnosis — methodology developed by the European Union Agency for Asylum (EUAA), the guide presents the eleven categories of persons in vulnerable situations recognised under European Union law (Article 24 of Directive (EU) 2024/1346).
For each category, the guide provides a definition, indicators that may be observed in the field, specific guidance on invisible or undisclosed vulnerabilities, and information on the professionals or services to whom the person concerned may be referred.

The guide draws on the experience accumulated since 2014 through the Observatory’s network of more than 50 organisations and is intended to be regularly updated in light of feedback from the field.
