THE OBSERVATORY
Mission
The European Observatory on Non-Discrimination and Fundamental Rights is an independent initiative dedicated to analysing and monitoring European public policies relating to the protection of fundamental rights, equal treatment and social inclusion.
Through its work, the Observatory develops analyses and contributes to a better understanding of the institutional dynamics and normative frameworks that structure the European fundamental rights landscape.
Its mission is to contribute to a better understanding of the institutional and normative developments that structure the European fundamental rights landscape, and to identify emerging issues linked to their implementation.
Through its work, the Observatory seeks to strengthen dialogue between European institutions, experts and field actors, and to foster a more coherent link between legal principles, public policy and social realities.
Objectives
The Observatory pursues three main objectives:
- Analysing developments in European legal frameworks and public policies relating to non-discrimination and fundamental rights;
- Observing the concrete implementation of these frameworks at national and local level;
- Contributing to dialogue between institutions, experts and civil society organisations in order to strengthen the effectiveness of fundamental rights.
Approach
The Observatory’s work is based on an approach combining:
- analysis of European normative frameworks;
- observation of institutional and administrative dynamics;
- contributions from experts and organisations with recognised sector-specific expertise.
This approach aims to produce independent analyses and to inform debates on European public policy.
European framework
The Observatory’s work is carried out within the framework of European mechanisms for protecting fundamental rights.
Particular attention is paid to the policies and programmes of the European Union as well as to the legal standards developed by the Council of Europe, whose instruments help to structure the European fundamental rights landscape.
Contributions
The Observatory’s work aims to shed light on European institutional dynamics and to strengthen the effectiveness of fundamental rights.
These contributions take the following forms in particular:
- production of legal and institutional analyses relating to European public policies;
- preparation of strategic notes and thematic contributions;
- participation in consultations and initiatives at European level;
- involvement in dialogue forums bringing together institutions, experts and civil society organisations.
These contributions aim to foster a better understanding of European issues and to support the effective implementation of commitments made regarding the protection of fundamental rights.
