Within the Conference of INGOs of the Council of Europe, OENDDF gives voice to fundamental rights at the European level — a role that today represents the majority of its president’s engagement.
Christine Monty, President of OENDDF, represents the Observatory as Special Delegate to the Council of Europe. She chairs the Committee on Migration Issues of the Conference of International Non-Governmental Organisations (INGOs) — a participatory status that allows OENDDF to contribute directly to the Council of Europe’s work on human rights.
A broad mandate, focused notably on the accommodation of migrants (2024-2027)
The Committee continues the work of the previous « Rights of Migrants » Committee (2021-2024). Its mandate, approved by the General Assembly of the Conference of INGOs on 10 April 2024, focuses notably on the accommodation of migrants as a major issue for the respect of human rights — a cross-cutting angle that makes it possible to address, through the question of housing, issues as essential as access to healthcare, mental wellbeing, access to the labour market and education. But the Committee’s work extends well beyond this single topic: it includes ongoing political monitoring of European migration developments, position papers and statements, recommendations, webinars and field visits, as needs arise.
The Committee pays particular attention to intercultural inclusion, the identification and protection of vulnerable individuals, and initial reception services. Christine Monty chairs the Committee alongside Vice-Chair Daniel Guéry (International Movement of Apostolate in Independent Social Milieux).
Concrete work, following European migration developments
The Committee regularly issues statements and recommendations, organises webinars and conducts field visits. Recent work includes:
- a statement marking World Refugee Day (June 2026);
- a position on the risks of the EU return regulation (February 2026);
- a webinar on training teachers who welcome migrant children (April 2026);
- a webinar on border control, artificial intelligence and fundamental rights (November 2025);
- a statement on the suspension of asylum rights in Greece (July 2025);
- a field visit to Poland on migrant reception and the border situation (February 2025).
